The leaked report, written by Richard Handover and obtained by the BBC'Politics Show', said 40,000 teaching assistants could be removed fromtheir posts to improve efficiency. It also found that schools arefailing to track their spending, and often spend far more than theyshould on equipment and maintenance. Mr Handover told ministers theschools budget could be cut by 6 per cent without damaging outcomes forchildren. Christina McAnea, Unison head of education, said, 'Cuttingback on teaching assistants would damage those most in need ofadditional help to do well in school.'
