Speaking at the launch of the Oxfordshire PVI Providers Association on Friday, Mr Johnson said he was ready to seek an adjournment debate on the issue in the House of Commons.
Providers are seeking a review of the code, which they say threatens their business sustainability.
Sally Fitchett, owner of the Lighthouse Montessori nursery in Newington and co-founder of the campaign, said she wanted the Government to stop enforcing the code and allow providers to charge parents top-up fees. She said that Oxfordshire County Council was fully aware that providers who signed up to the code were likely to breach it.
