
The consultation includes proposals to reduce the guidance on the Code of Practice on the free entitlement from 100 pages to fewer than 20 pages.
The consultation sets out proposals for the eligibility criteria for the new entitlement for disadvantaged two-year-olds and proposals on the quality and flexibility of the entitlement for two, three and four-year-olds.
The Department for Education has also published a breakdown by local authority, giving indicative numbers of families by area with a two-year-old child who would be eligible for the free entitlement, because they have an income of less than £16,190 a year and are receiving Child Tax Credit.
