This is partly aimed at preventing double-counting and double-funding of children attending more than one setting for their nursery education, but it primarily seems concerned with collecting more detailed data on Foundation Stage Profile results and 'improving outcomes'.
Despite repeated reassurances that the Profile is intended to be an assessment not an examination, the proposals may well lead to concern that the data will be used to compile league tables, by authority, by groups of children, or maybe even by setting, and therefore make the temptation to 'teach to the test' hard to avoid. The consultation is open until mid-December, so everyone involved with nursery education should read it carefully and make their response.
