Ms Teather set out the Government's vision for disabled children at the launch of the latest briefing from the Every Disabled Child Matters campaign last week.
Campaigners are urging the new Government to make clear its plans for disabled children and their families and to commit to embedding their long-term strategic participation.
Ms Teather confirmed that funding given to local authorities under the Aiming High for Disabled Children programme would be ring-fenced in 2010/2011.
She said, 'Children with special needs and disabilities should have the same opportunities as their peers. The system needs to be more family-friendly so that parents don't feel they have to battle to get the support their child needs. That is why I will launch a Green Paper in the autumn to look at a wide range of issues for children with SEN and disabilities.
