Delivering Change for Children will be the national outline for 150 local change programmes - one for every local authority - with the emerging Children's Trusts at their heart.
The programmes are the mechanism for delivering the Government's vision for the reform of services for children, set out in the green paper Every Child Matters.
Giving details of Delivering Change for Children, a DfES spokeswoman emphasised that 'each local authority will be responsible for setting up partnership arrangements for co-operation between service providers'.
A key role in the process of implementing the programmes will be assigned to ten regional change advisers (RCA).
