The quality and standards of care at Leapfrog Day Nursery in Reigate,Surrey, were rated inadequate following the inspection in May.
Inspectors found the nursery flouted hygiene regulations, with somestaff handling food without checking if their hands were clean.
The report said, 'Nursery rooms lack appropriate ventilation. Windowsare not always opened, preventing the circulation of fresh air in thebaby, pre-toddler and toddler unit. As a result, many rooms have a stalesmell. The water-stained ceiling in the pre-school and toddler units hasnot been replaced and has visible mould patches. This does not ensure aclean and healthy environment for children.'
Inspectors also said younger children did not have enough access todrinking water.
In a statement, Nord Anglia, which owns Leapfrog Day Nurseries, said itwas 'extremely disappointed'.
'We have followed every recommendation given by Ofsted and haveimplemented a range of new processes to ensure the continuousimprovement of the performance at this nursery. We remain confident thatthe staff at Reigate are providing very effective overall care for thechildren and we will continue to monitor the performance to ensure thatthe highest standards of care are maintained.'
An Ofsted spokesperson said, 'We issued a number of compliance noticeswhich require the nursery to take action by a specific date. We arecontinuing to monitor the nursery's compliance with the NationalStandards but have not yet carried out another inspection. If at a laterinspection we again find the nursery inadequate, we will takeappropriate action according to what we find. This may involve furthercompliance notices or other enforcement action.'
Earlier this year, a parent complained about conditions at Leapfrog'sRotherham nursery on Nursery World's forum. Ofsted inspectors werecalled in but Ofsted said they found 'no evidence that the provider wasnot complying with the National Standards'.
