The rally was held before a parent presented the nurseries' case infront of a full council meeting.
PVI providers were asked to confirm they had received an agreement forthe provision of free nursery education places last autumn, but NurseryWorld understands that not all nurseries have done so.
Nursery owner Shaunagh de Boinville, joint-chair of the HampshireAssociation of PVI Providers, said, 'Most private and independentsettings cannot deliver 15 free hours per week and remain sustainable,without the opportunity to charge the majority of parents for additionaltime.'
Mrs de Boinville, who runs The Children's House, Grantham FarmMontessori School in Baughurst, is taking part in the pathfinder tooffer the early years entitlement more flexibly. She said, 'TheGovernment has not been able to define flexibility, which makes itimpossible to offer this as well as delivering the EYFS to every childfrom September 2008.'
